Advocates for tech companies have sharply criticized the proposal.

“In essence, it would be like requiring the driver of a car to prove that they were going the speed limit,” said Carl Szabo, vice president and general counsel of NetChoice, an advocacy group supported by Amazon, Facebook, Google and other tech companies.
