A new approach to stopping spam

In a bid to combat spam, five of the largest ISPs plan to start charging businesses for guaranteed delivery of their e-mails. Comcast, Cox Communications, Time Warner, and Verizon have signed up for a service called CertifiedEmail that charges senders a quarter of a cent per message to mark the email with a blue ribbon to show that it comes from a trusted source and bypass spam filters.

According to a new survey, more than half of all American homes now have broadband Internet access. Meanwhile, domain name registrations have hit 128 million, a 31 percent increase over the same quarter in the previous year, and a 6 percent increase over the fourth quarter of 2006.
