America’s tech industry is #1 when it comes to investing in American communities and America’s future, all while data centers and AI have become top national priorities. And yet, over the last 16 months something has dramatically changed how data centers are described and perceived by Americans.
In county meetings and state legislatures across the country, the narrative about data centers is now dominated by fears over electricity rates, water consumption, land use, and noise. But the actual experience shows that large data centers are responsible consumers of electricity and water, while complying with all local ordinances for noise, setbacks, etc.
This negative narrative has definitely influenced state and local officials, driving local zoning boards and state lawmakers to halt data center development or adopt prohibitive new regulations. But this political impulse misreads how digital infrastructure actually works. For local communities, data centers act as economic engines that inject billions in private capital, alleviate local tax burdens and underwrite vital civic infrastructure. More to the point, blocking them directly threatens the country’s technological edge at a moment when digital infrastructure is a matter of national security.
The stakes of this domestic policy debate became clear with Meta’s announcement of America’s Workforce Academy, a $115 million private-sector initiative aimed at rapidly training the skilled tradespeople required to build out the nation’s digital network. While public workforce programs frequently stall in bureaucratic gridlock, this program represents the tech sector deploying its own capital to solve a major labor shortage without asking taxpayers or ratepayers for anything.
Starting in Baton Rouge, Columbus, Indianapolis and Houston, this five-week program knocks down the typical barriers to entry by paying for all tuition, lodging and travel costs while providing a daily stipend. After graduation, Meta guarantees full-time employment with its contractors. This academy provides an immediate, debt-free pipeline into stable careers for veterans, career changers and local residents who don’t have a college degree.
This initiative underscores a reality that policymakers must recognize: America’s future tech leadership won’t be secured solely by software engineers moving electrons around. It’s going to require electricians, fiber technicians, pipefitters and welders moving atoms in the American heartland. You cannot scale up next-generation computing without physical infrastructure, and you cannot have physical infrastructure without a skilled domestic workforce. When short-sighted regulations smother data center projects, they don’t just stop the building of important infrastructure. They also eliminate high-paying, blue-collar jobs and compromise the physical foundation required for American tech to lead the world.
Furthermore, the economic footprint of these facilities extends long after the initial construction wraps up. From a public policy standpoint, data centers serve as incredibly reliable corporate citizens that dramatically improve the fiscal health of their host municipalities. They contribute millions of dollars in local property taxes, giving town councils a massive influx of revenue to fund schools, repair roads and boost emergency services—while also reducing property tax burdens on everyday homeowners.
The utility grid investments driven by these data center projects also yield massive public windfalls. In Richland Parish, Louisiana, for instance, a Meta facility funded regional transmission upgrades projected to save local utility ratepayers $2 billion over the next two decades.
Rather than chasing headlines by inventing new regulatory hurdles, lawmakers should be clearing the path for this new breed of community investment. Meta’s $115 million workforce program proves that the tech sector is willing and able to enrich its host communities. Instead of strangling innovation with unnecessary barriers and regulation, federal, state and local governments need to adopt practical policies that welcome these facilities while protecting neighbors and other utility customers. When data centers win the right to exist, American workers, local communities and national competitiveness win right along with them.
